How mortgages work in Azerbaijan
Mortgages in Azerbaijan run through the Mortgage and Credit Guarantee Fund. There are two tracks — subsidised and standard. Figures below are as of mid-2026.

The Fund's guarantee lowers the lender's risk, which is why the guaranteed variant carries a slightly lower rate.
Down payment and loan size
Subsidised: **at least 10%** down. Standard: **20–30%**.
The loan may not exceed **90% of the property's value**.
The monthly payment may not exceed **70% of household monthly income**.
Requirements on the property
The building must have been **built after 1970**.
The property must have a **çıxarış** — the state title extract, colloquially 'kupça'. A home without one does **not** qualify for any mortgage. This is the single most common way foreign buyers lose weeks.
Who qualifies for the subsidised rate
Young families (under 35), civil servants, military personnel, children of martyrs and Patriotic War heroes, internally displaced persons, and academic and teaching staff.
Being in a category is not enough — the property must also meet the conditions above.
How to apply
Applications go through the **'Elektron İpoteka'** section of the e-gov portal. You need a SİMA or ASAN digital signature.
Applying is **free**. Anyone charging a fee to submit the application for you is running a known scam.

Can a foreigner get a mortgage in Azerbaijan?
Mortgage products through the Fund are aimed at citizens, and the subsidised track in particular is tied to citizen categories. Foreign buyers in practice purchase with their own funds or bank financing arranged individually — confirm with the specific bank.
What is the difference between the subsidised and standard mortgage?
Subsidised is 4% a year with 10% down but restricted to specific categories. Standard is open to everyone: 8% with 20–30% down.
Can I mortgage a property without a title extract?
No. A home without a çıxarış qualifies for neither track. It has to be documented first.
How much income do I need?
There is no fixed floor, but the monthly payment cannot exceed 70% of monthly income. For a 1,000 AZN payment you would need roughly 1,430 AZN of documented income.
